County Discusses Paving Problems

 

                Glasscock County commissioners discussed problems with last year’s paving at their meeting April 9.  The county has not paid the ten percent holdback on 2006 work, and commissioners plan to meet with a representative of Lipan Paving to see what can be done to rectify the problems. The commissioners seem to think that too little gravel was put down, and/or that it was applied unevenly. Engineer Dan Glass said he had not known when the pavers were to be working, though he said they were supposed to notify him, and so he didn’t oversee the project.

                Extension agent Charlene Belew asked the court for more storage space primarily for 4-H use. Possibilities discussed included a sea container or a 15-20 ft. loft that could be built along a wall in the livestock-holding room of the community center. The court asked Belew to check into the loft and come back next month with a plan, which would include a cost estimate.

                Deputy Sheriff Keith Burnett submitted a report of Howard County inmates held in the Glasscock County Jail during March. It showed 272 inmate days at a payment rate of $36.50 per day, for a monthly total of $9,928.

Cemetery Work Progressing

                Joe Calverley, on behalf of the Garden City Cemetery Committee, thanked the court for its continued support and reported on recent progress. She said most of the work in the original project is complete. The new fence is painted, gates are painted and hung, paving has been done, a new water pump, motor and wiring are installed, a drip system is watering the trees planted a year ago, and the pump house is being painted. She said a dedication is being planned and will be advertised when plans are complete and a date is set.

                 The court authorized the committee to regulate planting of vegetation at the cemetery and authorized them to fence the outer boundaries of what will be the new, northern section. They also agreed to begin plans for laying that area out in plots, in anticipation of the future time when the new section will need to be opened. No plots in the northern section will be sold until there is no more room in the southern section.

                In other action, the court approved an investment policy for the county as presented by County Treasurer Alan Dierschke, accepted a  $250 bid from Kent McMillan for a travel trailer located at the west dump ground (the other bid was from Oscar Trevino for $150), and passed a resolution in supporting the work of area Mental Health and Mental Retardation organizations.

 

 

Rep. Conaway Visits County Court

 

                District 11 Representative Mike Conaway paid a surprise visit to the Glasscock County Commissioners’ Court meeting April 9. Conaway said he was passing through, and just stopped to check in with local officials.

                In a brief conversation with the court, Conaway expressed concern that too many citizens nationwide look to the federal government to solve all problems. He said local folks need to determine what problems are of a local nature, and set about solving them. He said the federal government needs to concentrate on doing very well the things that it should do, and leave the rest alone.

                Conaway said the government cannot continue spending at today’s levels on Social Security, Medicare and Medicaid. If it does, in another 43 years, government spending will consume 50 percent of the country’s gross national product, which will mean bankruptcy for our kids and grandkids. But, he said we can make adjustments now that would avoid that long-range problem.

                Regarding immigration issues, he said we are doing a better job on our borders, but no progress has been made on a worker program. He thinks most foreign workers don’t want citizenship here, and that citizenship issues should be separated from a worker program. He said workers should waive the right of citizenship for children born here during a work program, and they should have some sort of secure, tamper-proof identification card that would allow them to come and go.

 

 

Briefly

 

 The GCISD School Board cancelled its April 9 meeting. At printing time April 10, the GC News had no word of when the board will next meet, but that meeting will be reported in the May issue.

 

  The county’s Senior Citizens will meet April 17 at 6 p.m. and are going to Halfmann’s (Dutch treat) for burgers. May 1 is potluck.

 

•  A “Meet the Bride” shower for Donna Karlin, bride-elect of Donny Cypert, will be held May 5 at 10 a.m. at the Church of Christ.  If you are interested in being a hostess or a hostess couple, call Vickie McCombs 354-2492 or 270-4834 (cell).

 

  The next school board election will be in November, according to Kathy Wheat. Due to new state rules, school elections must be held with county or city municipality elections.

 

  The Glasscock Soil and Water Conservation District is now accepting applications for cost-share in the state brush control program. Landowners can contact the district at 325/481-0335 for a copy of the application. Funds will be allocated on a first-come, first-served basis for mechanical and/or chemical application.

 A member of Congressman Mike Conaway's staff will be in Garden City April 24 from 2:30 – 4 p.m. at the community center to visit with constituents, allowing you to share concerns, to request help on federal issues or to ask questions.

 

 Chelsea Schwartz, a senior broadcasting student at West Texas A & M University, was recently inducted into the National Broadcasting Society honor society, Alpha Epsilon Rho, at the NBS National Convention in Chicago.  She and two fellow students were awarded first place for their music video "Some Gave All.”  Schwartz is a 2003 graduate of Garden City High School and a candidate for May graduation from WT.

 

 

Construction/Renovation Continues at School

 

                The GCISD School Board on March 19 heard reports concerning the construction project that is underway on the school campus. Burton Sandefur of DSA Construction said roofing of the Complex is almost complete and will soon begin on the high school and elementary schools. (This work is now in progress.) Work on the new vocational building will begin after the existing building is removed and groundwork and cement work are complete.

                Two proposals for a heating/cooling thermostat network system were presented, one from Ener-tel of San Angelo for $46,000 and another from Black Watch Systems of Snyder for $20,000. The board was told that both do much the same thing, but Sandefur thinks the Ener-tel system does more than the school project needs. He said the Black Watch system should save enough dollars in electricity over two to four years to pay for itself, and its life expectancy is 40 years. The company will train three people to operate the system’s controls. There were questions about warranties that Superintendent Steve Long was to check out, then he was to contact board officers, who would make the decision as to which system to purchase.

                The board spent 90 minutes in closed session discussing personnel before announcing approval of the following teachers’ contracts: Dual Contracts for Koby Abney, Brent Kirkland, Joseph Sanchez, Alonzo Garcia and Vance Jones; Term Contracts for Phyllis Byrne, Jerry Cannon, Ken Chandler, Charles Clarke, Bea Correa, Theresa Eoff, Kim Halfmann, Steve Hanson, Carla Hirt, Rusty Hollingsworth, Melanie Hoskins, Krista Hughes, Linda Jones, Shanna Kirkland, Jean Ann Kujawski, Tanya Multer, Amy Schwartz, Cecilia Schwartz, Christy Seidenberger, Jill Tubb, Reta Bell and Probationary Contracts for Perla Garcia and Kristin Schwartz.

In his report to the board, Long announced that Jimmy Fine has resigned.

Regarding other matters, Long told the board that he gets lots of good reports about our kids’ behavior when they are traveling and representing the school. He said he is working on the school calendar for 2007-08, and school will begin Aug. 27. Board president Karla Hoelscher said several people have asked about preparation for the possibility of snakes and bees at school, and said a safety presentation to students might be helpful.

 

 

 

Head Start; Kindergarten Registrations Set

 

 

Garden City Head Start registration will be April 17 – 19 in the Head Start Parent Room/Office from 10 a.m. ­­– 1:30 p.m. Applications will be taken for children who will be four years old by Sept. 1, 2007.

 Please bring birth certificate, immunization record, and documentation of medical insurance for the enrolling child, along with social security cards for all members of the household and proof of income such as: W-2 forms, income tax return, recent check stubs or TANF.  Contact Delia Pierson @ 354-2413 for more information.

Kindergarten Registration April 30

Children who will be attending Garden City’s kindergarten next year are invited to come to the kindergarten classroom April 30 at 2:45 p.m.   At this time, the students will meet the teacher and participate in fun activities. 

Parents will meet in the elementary office to register their children for kindergarten.  Bring a copy of your child’s birth certificate, shot record, and social security card.  If you are unable to register your child at this time, please come by the elementary office at your convenience or call 354- 2243.

 

 

Rabies Vaccination Clinics April 26

 

                On April 26, veterinarian Sid Hanslik will in Glasscock County at the following locations to vaccinate pets against rabies:  St. Lawrence church from 1– 3 p.m.; Garden City Community Center from 3:30 – 5:30 p.m. Shots are $7 each.

                Horses should be brought at the end of the session at either location.    

By law, it is pet owners’ responsibility to have their animals vaccinated against rabies.  This is a community effort to prevent any rabies problem in this area, and an opportunity to protect one’s pets and family. The Glasscock County Extension Program Council sponsors the clinic and partial proceeds go to the county 4-H Club.

 

 

 

4-H’ers Post ‘Outstanding’ Year

 

According to Extension Agent Rebel Royall, this was an outstanding year for Glasscock County 4-H members at the major livestock shows. He says the youth brought approximately $60,000 back to the county through livestock projects in the spring of 2007. Some of the results follow.

Livestock Judging Contests:  At the first livestock judging contest for 2007 held in conjunction with the San Angelo Livestock Show & Rodeo, the senior judging team placed 2nd overall. The junior judging teams placed 6th, 9th, and 10th. Junior teams participated in the Brady Heart of Texas contest. Three teams participated in the Snyder FFA Invitational Contest, placing two teams, 3rd and 4th overall.

Glasscock County was represented by eighteen 4-Hers at the Texas Tech Livestock judging meet on March 29. Senior Team members Cade Halfmann, Lane Halfmann, Cole Schwartz, and Levi Schaefer earned 1st place overall. Levi Schaefer was 1st high individual and received a $500 scholarship‚ Cade Halfmann, as 5th high individual, received a $100 scholarship. Clarendon College hosted its Livestock Judging Contest March 31 and the senior team won 3rd place overall.

Sports:

 

Golf:  District 9A Tournament Round 1, April 3 – Bearkats and Lady Kats each took third place in this round of the tournament.  Round 2 was played on April 9, but results were unavailable. Qualifiers advance to Region II Tournament in Abilene April 23/24.

 

Tennis:  District Varsity and JV Meet is being played April 10 and 11 in Garden City. Qualifiers advance to Regionals April 25/26 in Abilene.

 

Track and Field:  District Meet was held in Bronte April 5 and qualifiers advance to the Area round April 12 in Roby.

 

 

Obituaries

 

 

•  Charles W. (Billy) Blalock, 67, of Glasscock County, died March 16, 2007 at Midland Memorial Hospital and was buried at Fairview Cemetery in Midland. He was born Oct. 2, 1939 to Lois Brunson Blalock and Charles Wesley Blalock. The family lived on a ranch in Glasscock County where he graduated from high school in 1957 and went on to manage the family ranch, which he loved. On April 1, 1967, he married Glenda (Doc) Rainwater, and they shared their lives for the next 40 years.

 His parents and a brother, Bobby Blalock, preceded him in death. He is survived by his wife Doc; daughter Susan Bollman and husband Roger, of Ruidoso, N.M.; son Charles and wife Tiffany Blalock and grandchildren Shayla and Charles Wesley Blalock. Other close family members include his loving sister-in-law Maritha; two nephews, Robert Bradford and David Austin Blalock.

 

•  Gilbert Joseph Strube, 92, of Wall, died March 24, 2007 and was buried at the St. Ambrose Catholic Church in Wall.  He was born Jan. 15, 1915 in Olfen, Texas, to A. W. Strube and Mathilda Hoelscher Strube.  He farmed with his family in Wall and served in the Army during World War II.  After the war, Gilbert and his brother Otto owned and operated gins in Vancourt and Wall.

                Gilbert married Celestene “Sally” Mees on Feb. 11, 1947, and they settled in the Wall community where they farmed.  He was involved in his farm’s activities until his death, and was always a very active member of both his community and church.

                He was preceded in death by his parents; his wife, Celestene; a daughter, Ann Strube Fuchs; brothers, Otto, A.W.Jr., and Martin Strube; sisters, Olivia Schwertner, Alice Wild and Valeria Wilde. Survivors include sons, Jimmy Strube and wife, Carolyn, of St. Lawrence, Thomas Strube and wife, Ruth, of Stiles, and Kenneth Strube and wife, Connie, of San Angelo; daughters Theresa Eoff and husband, Zane, of Garden City, Clair Mikeska and husband, Scott, of San Angelo, and Laura Strube of Ballinger; numerous grandchildren and great-grandchildren.
